Offshore Delivery Planning: Put Both Teams’ Tasks on One Schedule

Development dates need to connect with customer data, test environments and review schedules. TECHNEST proposes managing these dependencies in one shared plan.

An offshore development plan needs to show both implementation tasks and the conditions for verifying and reviewing results. Sample data, a test environment, business answers or third-party coordination may be prerequisites for a delivery milestone. TECHNEST proposes putting the related tasks into one shared plan, with clear responsibilities and completion conditions.

Work backward from the review milestone

Start by asking who needs to confirm what at this milestone, and which documents or results they will use. For example, testing an invoicing flow requires agreed input data, a way to reconcile results and a participating business owner. Then identify the preparation each side needs to complete. This brings the discussion to practical readiness conditions, rather than agreeing only on a delivery date.

Turn inputs into verifiable tasks

Replace a broad item such as “customer provides data” with a specific task: which dataset, where it will be used, who prepares it and who checks its suitability. Similarly, having a test environment needs to include who can access it, the actions they need to perform and a support contact. Sending a document alone should not mark the task complete; the recipient needs to confirm that the input can support the next step.

Agree on required dates and coordination contacts

For each input, record when it is expected to be available, when the next task needs it and an owner on each side. Where third-party support is needed, identify the coordinator and the agreed communication channel. The development team also needs to provide questions, data requests and instructions early enough for the customer to organize the work. This is shared coordination, not a one-way list of customer obligations.

Assess impact before changing the plan

When a prerequisite is not ready, identify the affected steps and the work that can still proceed. Both sides can consider resequencing tasks, splitting the review scope or adjusting a review milestone. If simulated data is used, state which areas remain unverified against the real system. Each option needs an assessment of effort, scope and delivery dates. Update the plan after reaching agreement.

Hypothetical example: preparing an accounting integration check

A Japanese SIer and a Vietnamese team plan to check an accounting data export function. Before the milestone, they identify the need for a sample file, reconciliation rules and a reviewer for the receiving system. Suppose that system’s environment is not ready. They agree to check the file structure first and perform import and reconciliation later. Their report distinguishes completed checks from pending work. This is an illustrative scenario, not an actual project result.
